Experiment with removing automatic install prompt

We might want to not always automatically prompt, but still fire beforeinstallprompt and let the site trigger the install prompt by calling BeforeInstallPromptEvent.prompt().

We recently added language allowing this to the Manifest spec: https://www.w3.org/TR/appmanifest/#beforeinstallpromptevent-interface
