Regression:Weird behaviour of bookmark bar is seen on adding different language bookmark links

Chrome Version: 60.0.3112.24
OS: Ubuntu 14.04,Windows

What steps will reproduce the problem?
(1)Launch chrome and hit "ctrl+shift+b" to show bookmark bar >> Bookmark NTP
(2)Now go to Google search page [say https://www.google.co.in/webhp?tab=ww&ei=CvA4WbH_OYnovASih73wCQ&ved=0EKkuCAsoCg] and drag and drop Telugu and Marathi links to bookmark bar [Please refer video] and observe bookmark bar size
(3)Now delete those links and observe bookmark bar size >> REfresh page and observe bookmark bar size

Expected: After adding and removing Marathi link in step-2 and 3 bookmark bar size shouldn't change 
Actual:Instead bookmark bar size changes that to after refreshing of page.

This is a regression issue broken in M55.

Somehow I am unable to reproduce the issue on MacBook Air(13 inch) OS 10.12.5 on the latest canary(61.0.3123.0).

Using the per-revision bisect providing the bisect results,
Good build:55.0.2853.0 (Revision:416812).
Bad build:55.0.2855.0 (Revision:417475).

You are probably looking for a change made after 417112 (known good), but no later than 417113 (first known bad).

Note :Able to reproduce the issue in Win 10.0,Ubuntu 14.04 & Not in Mac 10.12.3 and Able to reproduce in latest Canary #61.0.3124.0
