measure unit is wrong (it's always 0ms to 100ms)

Project Member Reported by toyoshim@chromium.org, Jun 8 2017

Issue description

Confirmed by TOT on Linux

What steps will reproduce the problem?
(1) Open DevTools
(2) Record Performance log
(3) See results, and you will see that the measure in the first upper side view is wrong

This is a regression, and works fine on Stable.

See screen shot for details. wrong.png is one of TOT, correct.png is one of Stable.
