Unwanted vertical scroll bar in chrome://apps page

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.86 Safari/537.36

Steps to reproduce the problem:
1. Add some apps to Chrome
2. Go to the page chrome://apps
3. Restore down the Chrome window (to a small size)
4. Observe the vertical scroll bar appears in the page
5. Maximize the Chrome window
6. Observe the vertical scroll bar is still there (but it cannot be scrolled) 

What is the expected behavior?
It should not show the vertical scroll bar if the items in the page fits to the visible area

What went wrong?
It displays the vertical scroll bar even if the items fits in the page. Also the scroll bar is inactive. Please see attached screenshots

Did this work before? N/A 

Chrome version: 59.0.3071.86  Channel: stable
OS Version: 10.0
Flash Version: 

1. The scroll bar disappears if I refresh the page on observing this issue
2. This happens only when switching the window from restored state to maximized state
3. There is no issues if I load chrome://apps page in a maximized window

Tested this issue using latest stable #59.0.3071.86 on win 10 and unable to reproduce the issue as per the steps mentioned below.

1. Added some apps to Chrome
2. Opened chrome://apps page
3. Restored down the Chrome window (to a small size)
4. Observed the vertical scroll bar appears in the page
5. Maximized the Chrome window
6. Observed there is no vertical scroll bar on maximized window.

@m.rejimohan: Could you please find the attached screen cast and let us know if we missed any steps from our end. If possible please add a scree cast from you end for further triaging of the issue.

Its also noted that I'm not getting a paging bar at the bottom of the page as in your screen cast.

Tested the issue on chrome Stable #59.0.3071.86, Canary #61.0.3130.0 in Windows 10.0 & 7 and was able to reproduce the issue.Please find the screen shot(Windows-7) for reference.

This is a Non-Regression issue since seeing this from M30 #30.0.1549.0, Making the status to Untriaged so that the issue would get addressed.

Note : Able to reproduce the issue in MAC 10.12 and Linux Ubuntu 14.04.
