Regression: Scroll bar is not displayed in code section of sources tab in dev tools

Issue description

Chrome Version: 60.0.3112.24
OS: Ubuntu 14.04, Win 7

What steps will reproduce the problem?
(1)Launch chrome and open devtools in any page
(2)Click on sources, drag the code section to the complete left and observe


Expected
Scroll bar should be displayed in the code section 

Actual
Scroll bar is not displayed

This is a Regression issue seen in M-60

Thanks for the report.  This was an intended change to not have a scrollbar for the placeholder UI when there are no tabs.
