Regression:Focus is not navigating to the dropdown while tabbing in devtools console tab

Chrome Version:61.0.3124.0
OS:Ubuntu 14.04, Windows

What steps will reproduce the problem?
(1)Launch chrome and open devtools in any page
(2)Click on console tab and keep tabbing.
(3)Observe the focus

Expected:Focus should navigate to the Info, Verbose dropdown while tabbing
Actual:Focus is not navigating to the Info, Verbose dropdown while tabbing

This is a Regression issue seen in M-61

Will update other info soon..

Able to reproduce the issue on the latest canary(61.0.3123.0) of Mac OS 10.12.4 as well.

Using the per-revision bisect providing the bisect results,
Good build:61.0.3122.0 (Revision:477124).
Bad build:61.0.3123.0 (Revision:477506).

You are probably looking for a change made after 477443 (known good), but no later than 477444 (first known bad)..
