disable subpixel bounds adjustment for arc++ apps

Issue description

exo places arc++ at pixel position on the main surface, so there is no need to adjust subpixel on the shell surface's widget.

Do not adjust subpixel if the window's position is controlled by client.

BUG= 730903 
TEST=manual. ARC++ apps looks crisp on 1.25 and 1.6 dsf regardless of its position.
