Chooser Select/Cancel buttons focus the window underneath

Issue description

Chrome Version: 60.0.3112.10
OS: Chrome OS 9592.3.0

What steps will reproduce the problem?
(1) Open "USB Device Info" (https://chrome.google.com/webstore/detail/usb-device-info/igkmggljimacfdfalpeelenjeicmfnll)
(2) Click "Add Device", the resulting popup should be taller than its parent window.
(3) Click "Cancel"

What is the expected result?
Dialog should be cancelled.

What happens instead?
The window below the dialog is focused, as if the dialog were a ghost and you had just clicked straight through it.

This only reproduces on Chrome OS. On Linux and Windows the dialog box is clipped by the parent window. On macOS the buttons work correctly.

Tested it on ChromeOS, it seems that it is the same as  issue 751819 . So this issue will be merged to  issue 751819 .
