Problem with capture fullsize screenshot in mobile view

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_10_5) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.86 Safari/537.36

Steps to reproduce the problem:
1. (Shift - cmd -p) to open the actions
2. Capture fullsize screenshot
3. wrong capture

What is the expected behavior?
The expected behaviour is to capture the entire page including below the fold.

What went wrong?
When using units such 100vh it will capture only the above the fold view and a blank white space till the end of the height of the document.

Did this work before? N/A 

Chrome version: 59.0.3071.86  Channel: stable
OS Version: OS X 10.10.5

Able to reproduce the issue using latest Stable #59.0.3071.86 on Mac 10.12.4 and Linux Ubuntu 14.04.

This issue seems to be a Non-Regression issue as this feature is introduced in M59 only. Hence untriaging this issue so that it get's addressed.

Note: Issue is not seen in Windows.

This is a limitation of full size screenshot implementation - vh units are calculated relative to the whole content size instead of a small device size.
