Server errors on build.chromium.org and CQ failures.

build.chromium.org is giving "Error: Server Error" for the tree status. CQ is getting "CQ cannot get SignCLA result" when trying to commit things.

Status: WontFix (was: Available)
Looks like this was a hiccup on the SignCLA side 2 days ago. It's over now, so I don't think there is anything else to do here.
