The tests for autotest_alerts.py (https://cs/chromeos/autotest_alerts.py) should be less brittle:

- If an alert moves to/from staging <-> prod, the tests should pass regardless
- If an alert changes its trigger duration or time window, the tests should pass
- If an alert changes its threshold, the test should pass.

Currently all of these changes would break tests.
