"boringssl_ssl_tests" is flaky

Issue description

"boringssl_ssl_tests" is flaky.

This issue was created automatically by the chromium-try-flakes app. Please find the right owner to fix the respective test/step and assign this issue to them. If the step/test is infrastructure-related, please add Infra-Troopers label and change issue status to Untriaged. When done, please remove the issue from Sheriff Bug Queue by removing the Sheriff-Chromium label.

Looking at the 5 recent ones:

The first three are all the same and appears to be something going wrong more broadly (a whole host of tests didn't work):

The next one is just boringssl_ssl_tests, though I'm not sure how to read this.

It seems to have timed out without any output, which is odd.

The next one is also just boringssl_ssl_tests. Also a timeout of some sort without any output.

Poking at a few earlier ones, it seems to be something similar.

Infra folks, do you know what that kind of output means? This is a normal GTest test using the test launcher in //base. I imagine we'd have gotten some output if it got far enough to run us?

Re: #c2: the first failure is likely due to the network outage, issue 730736.

The actual flake is due to iossim hanging. Deduping.
