Chrome does not register any input after starting a Download

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.86 Safari/537.36

Steps to reproduce the problem:
1. Start a Download
2. UI does not register any inputs

What is the expected behavior?

What went wrong?
Since I upgraded to 59 from 58 yesterday, this bug appeared.
Window manager still works. I can close, minimize the windows like normal. Clicks on the website or the Chrome-UI do not register nor do Key-Shortcuts like Control+W.

Did this work before? Yes 58

I'm not doing downloads anymore.

I should add that on my 16.04 machine i am running the pantheon desktop. I was not able to reproduce this on Ubuntu 17.04 Openbox-LXDE.

I suspect it has something to do with the window manager since, I talked to someone in #elementary on Freenet about this and he confirmed this as a known problem, was however not able to give me any further information. Might be a lead though.

Unable to reproduce this issue on Ubuntu 14.04 compiz window manager using chrome latest stable #59.0.3071.86. Observed no issues while registering inputs while downloading.

According to the comment #6 sounds like this issue is specific to window manager, Hence removing bisect label and requesting someone from download team to look in to this issue.

I think it was entirely WindowManager based - they knew about the problem and have now pushed an update which fixed the issue for me.
thyriaen@ can you link to the relevant fix or thread related to WindowManager if one exists?  Thanks!
