[Payments] Web apps: Difficult to unregister a payment app

Once installed, it's difficult to unregister a web payment app. They should probably show up in Settings -> Autofill and Payments -> Payment Apps with the ability to unregister the service worker.

For test, you can go to chrome://serviceworker-internals to unregister it,
