Multi-byte characters can't be deleted/renamed on DevTools > Application > Cookies

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_4) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.86 Safari/537.36

Steps to reproduce the problem:
1. Open DevTools > Application Tab > Cookies
2. Input multi-byte characters (e.g. ใƒ†ใ‚นใƒˆ ) in "Name" field and press Enter to make new Cookie.
3. Try to delete it
4. Try to rename it

What is the expected behavior?

What went wrong?
1. Multi-byte characters became mojibake text in "Name" field.
2. The cookie contains mojibake can't be deleted
3. When you try to rename it, new cookie is added and the cookie contains mojibake remains. 

Did this work before? N/A 

Chrome version: 59.0.3071.86  Channel: stable
OS Version: OS X 10.12.4
Flash Version: 

As far as I tried, this problem is reproduced not only on macOS , but on Windows.

Tested the issue on mac os 10.12.5 using chrome M59 #59.0.3071.86 and followed below steps :

1. opened DevTools > Application Tab > Cookies and couldn't add cookies or edit any cookie from the options available.

@ maki62rjtt-- Could you please check attached screenshot and help us by providng the steps to reproduce the issue in a video.

Thank you for testing the issue.

According to the attached file, you tested it on "chrome://version". That page doesn't have Cookie, so no fields appear on DevTools > Application Tab > Cookies.

Could you check it again on any other web page (e.g. https://bugs.chromium.org )?

Also, I attached the file shows the issue.

Thanks for the details provided, able to reproduce the issue on 59.0.3071.86 (Stable) and issue is a non regression observed from M59 Builds. Previous M58 builds do not have the option to edit a cookie field. Issue is observed on Windows 10, MAC 10.12.5 & Ubuntu 14.04.

Untriaged it so that it gets addressed.
