Regression: Infobar content is misplaced for ‘Force UI direction’,’Force text direction’ and ‘Enable RTL’ flags

Issue descriptionChrome Version:61.0.3123.0 (Official Build)193094009c210267cfa2c194ec9875711ccaf647-refs/heads/master@{#477506} 64 bit OS: Mac (10.12.3,10.11.6) Pre-condition: 1.Chrome should not be the Default browser. 2.Select ‘Right-to-left’ direction for Force UI direction and Force text direction’ flag & ‘Enable RTL’ flag. What steps will reproduce the problem? 1.Launch chrome and observe ’Set Default browser’ infobar. Actual: Infobar content is misplaced. Expected: Google icon and its text should be in proper location/place. This is regression is broken in ‘M 61’ and below is manual bisect info: Good build:61.0.3121.0 Bad build:61.0.3122.0
