Non-Regression : 'Color temperature' sliderBar is seen enabled without enabling 'Night Light' option in chrome://md-settings/display page

Issue description

Chrome Version: 60.0.3112.20/9592.11.0 dev-channel Daisy,Candy,Minnie,Jerry and Peppy
OS: Chrome

What steps will reproduce the problem?
(1)Sign into User -> Go to chrome://md-settings/display page
(2)Now observe 'Color temperature' sliderBar is seen enabled without enabling 'Night Light' option (Please refer 'Actual' Video)

Expected: After enabling 'Night Light' option 'Color temperature' sliderBar should be seen enabled
Actual:  Instead 'Color temperature' sliderBar is seen enabled without enabling 'Night Light' option 

This is Non-Regression Issue as 'Night Light' option in 'Displays' page is introduced from M-60

@stevenjb : Please confirm the Issue

Note : 
1.If the 'Color temperature' sliderBar is intended change then no effect is seen on changing slider from Less warm to More Warm
2. Enable 'Night Light' option and now click on slider from Less warm to More Warm and observe change is seen
3.In chrome://md-settings/manageAccessibility page under 'Touchpad' enable option 'show large mouse cursor' option and observe 'Adjust cursor size' SliderBar is seen enabled(please refer 'Expected' video)
4.Issue is seen in M-61 also
