Non-Regression: Dropdown Text is seen chopped for 'Select a voice','Select a speech rate' fields in md-settings/manageAccessibility page when Minimum font size is Huge

Issue description

Chrome Version:60.0.3112.20/9592.11.0 dev-channel candy,Minnie,daisy
OS:Chrome

What steps will reproduce the problem?
(1)Sign into user -> Go to chrome://md-settings/fonts and set the Minimum font size to Huge
(2)Navigate to chrome://md-settings/manageAccessibility page -> near Text-to-Speech section,enable 'Enable select-to-speak'
(3)Click on the iron icon near 'Open select-to-speak settings' to open Select-to-speak settings page-> select 'Select a voice'/'Select a speech rate'  and Observe(Kindly refer video)

Actual: Selected Dropdown Text is seen chopped for 'Select a voice','Select a speech rate' when Minimum font size is set to Huge
Expected:Selected Dropdown Text shouldn't get chopped when Minimum font size is set to Huge

This is a Non-Regression issue as it is introduced in M-60
Note:Issue is not seen in Linux and Windows OS

This isn't an issue with the Settings UI, it's an issue with the select-to-speech extension.
