Issue descriptionChrome Version:61.0.3123.0 OS: Ubuntu 14.04,Windows What steps will reproduce the problem? (1)Launch chrome and open devtools on youtube.com/settings >> In styles section click on color picker window and observe color pallet Expected: Color pallet should be seen. Actual:Instead no colors of page is seen. This is a regression issue broken in M61. Good Build:61.0.3122.0 Bad Build:61.0.3123.0

Able to reproduce this issue on Mac OS 10.12 using chrome latest #61.0.3123.0. I was able to reproduce it consistently on chrome://md-settings. Since this is a latest regression adding RB-Beta, please feel free to edit if this is not the case. Thanks!

Able to reproduce this issue on Mac OS 10.12.4, Windows 7 & Ubuntu 14.04 using chrome latest #61.0.3123.0 Manual Bisect: ------------- Good Build: 61.0.3122.0- Revision-477124 Bad Build: 61.0.3123.0-- Revision-477506 Per-Revision-Bisect info: ------------------------ You are probably looking for a change made after 477360 (known good), but no later than 477361 (first known bad).
