[MD Bookmarks] Bookmark list doesn't scroll to top on folder change and search

The bookmark list should go back to the top when the folder or search changes since staying in the same scroll position is confusing.

[MD Bookmarks] Scroll list to top on folder change.

This CL makes the bookmarks list scroll to the top when the folder changes
or a search is initiated.
