git cl upload asks for the message even when -m is specified

Project Member Reported by avayvod@chromium.org, Jun 7 2017

Issue description

When I specify git cl upload -m "<message>", the tool now still waits for me to enter the message when running (having the first word of <message> as the default - but I still have to hit Enter to proceed).

This is a regression from the Rietveld based upload scenario where -m meant quietly uploading the change without having to press Enter again.

Yep, I'm aware of this and it's on my plate for tomorrow probably
