Swarming bots that report duplicate dimensions can't self-update

/handshake and /poll fail with HTTP 500, so they never have a change to see "need an update" request.

Actually, I'm not sure where the issue is. I was able to deploy an update (that fixed /handshake and /poll), and bots somehow picked it up. But there weren't able to pick up a rollback to a version that doesn't have the bug at all.

The only explanation is that all broken bots were stuck in /handshake call to the default GAE version? And so once I switched it to the version that accepts duplicate dimensions, it unblocked the self-update.
