"Hotspot available nearby" notification is not dismissed when interacted with

Issue description

1) Scan for host(s)
2) Observe notification appear
3) Click notification body or "Connect" button -- neither dismisses the notification.
 
Status: Started (was: Available)
IMO, *every* notification type (not only "hotspot available") should be removed whenever they are clicked.

[CrOS Tether] Remove notifications when they have been tapped.

Previously, the notifications stayed around after they were tapped; this made it possible to interact with them later at a time when they may be stale.
