[DevTools] [DOMStorage] Live update DOM storage in devtools

Issue description

It would be great to live-update the dom storage views (Local storage, session storage) in devtools. This should be able to listen to renderer events,  but we want to make sure we dont DOS devtools.

@mek how easy would this be to do? Are there already observers implemented for these storage types? Or would we need to pipe new messages into the system.

Shouldn't need any new events. Even the public web API should have all you need with the windows.onstorage event that is fired for every change in local or session storage.

Picking it up from the Available state, do you think this is something you could help with?

Typically feature requests are archived due to no activity in cases where we don't have enough resources to implement them.

Actually it seems this was already implemented at some point? At least for me  changes seem to immediately show up in dom storage devtools.
