For shipping address, try to infer country if it's the only missing info.

If a shipping address is only missing a country, check if the default country (based on the locale) would fit with the state.

eg. the state was set as California, and the default country would be US.

If that's the case, we should set the country to it's default value and consider the address to be complete.
