User removal is not working in new sign-in screen UI

Chrome Version: M61.0.3119.0
OS: ChromeOS 9621.0.0 Elm

What steps will reproduce the problem?
(1) Enable and ensure the new login screen UI is shown. DeviceEphemeralUsersEnabled is false. No user is added.
(2) Add one user and sign out.
(3) Remove the user.
(4) Add a second user and sign out.
(5) Remove the last added user.
(6) Remove the first user.
(7) Add two users and sign out each time. There are three users total.
(8) Remove any user.

What is the expected result?
All removal attempt should work.

What happens instead?
(2) Nothing happen.
(5) Nothing happen.
(6) User is removed.
(8) Nothing happen.

Make empty sign-in banner hidden to avoid blocking user removal button

1) 'Remove user' button may be blocked by a transparent sign-in banner and
becomes unclickable, so hide the banner if it's empty. Also adjust the
z-index of the button to be the same with the user menu.

2) Minor change on the positioning of the user menu area.

As tested in M61.0.3154.0:9737.0.0 dev kevin, this issue has been fixed as verified that any number of users can be successfully removed without problem.
