[Forum PreStable] Password import not working with Chrome 59 - flag still available in chrome://flags

OS: Win, Mac, Linux

What steps will reproduce the problem?
(1)Enable flag for import/export passwords: chrome://flags/#password-import-export
(2) Restart Chrome
(3) Access chrome://settings/passwords

What is the expected result?
BEFORE M59 --> User able to download .csv file with all passwords

What happens instead?
AFTER M59​ --> There's no download button

Import-export is not implemented yet in md settings, which were launched in M-59. I duplicate this bug for the bug which tracks implementation. It's not Pri-1, since import-export is not launched yet
