Cleanup: make hovering mouse over WebView not "exit" the parent view.

Issue description

When mouse cursor moves into a WebView which is a child of view X, X gets "mouse exited" event. This makes it necessary to hackily catch mouse events from RenderWidgetHost and forward them to X; see https://codereview.chromium.org/2920393002/.
We need to make it unnecessary.
 
Also, in scrollable search results page, mouse wheel or touchscreen-drag over web view don't scroll.
