Add ability to reset Budget API

Reported by m...@gauntface.co.uk, Jun 6 2017

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.10 Safari/537.36

Steps to reproduce the problem:
1. Enable Experimental Web Platform Featues
2. Go To https://gauntface.github.io/budget-api-demo/src/index.html
3. Open DevTools > Console
4. Click on the buttons to see the budget change and eventually get consumed

What is the expected behavior?

What went wrong?
There is no way to reset the budget once it's used resulting in a difficult feature to test.

Would be helpful for DevTools to provide a way to reset the budget.

Did this work before? N/A

@paulirish - do we have any plans to implement tooling around the Budget API?
