Regression: Spacing issue is seen between 'Cookies's info message' and 'Close' button of view site bubble

Issue descriptionChrome Version: 60.0.3112.20 (Official Build) 2b4bc26dba463905666350e16a5bd0a01e54d224-refs/branch-heads/3112@{#173} (32/64-bit) OS: Windows (7,8,10), Mac (10.11.6, 10.12.1), Linux (14.04 LTS) Precondition: Enabled Material Design in the rest of the browser's native UI flag from chrome://flags. Steps: 1. Launch Chrome and navigate to https://www.google.com/intl/en/chrome/browser/welcome.html 2. Click on 'lock icon' and click on Cookies (in use link) 3. Select any cookie and click on 'Block' button and observe Actual: Spacing issue is seen between 'Cookies is blocked info message' and 'Close' button Expected: Spacing issue should not be seen between 'Cookies is blocked info message' and 'Close' button This is a Regression issue broken in M-60, will soon update other info Good build: 60.0.3109.0 Bad build: 60.0.3111.0

Using the per-revision bisect providing the bisect results, Good build:60.0.3109.0 (Revision:474118). Bad build:60.0.3111.0 (Revision:474651). You are probably looking for a change made after 474134 (known good), but no later than 474135 (first known bad).
