Camera dropdown is disabled in media perissions dialogue in WebRTC apps

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.110 Safari/537.36

Steps to reproduce the problem:
Prerequisites:
two cameras connected to PC
Steps to reproduce:
1. open https://appr.tc/
2. allow media permissions
3. join room
4. click on camera icon in address bar

What is the expected behavior?
Camera dropdown is clickable.

What went wrong?

Able to reproduce the issue on Windows 10 (Laptop with cam), Mac 10.12.5 & Ubuntu 14.04 (laptop) using chrome stable-59.0.3071.86 & Canary-61.0.3129.0 as per the above steps.
Manual Bisect:

Status: WontFix (was: Assigned)
This is intentional. The dropdown menu there is misleading becaus e it has no effect on the current getUserMedia call. The only thing it does is change the user-preferred camera.

It will be disabled for audio as well when spec-compliant audio constraints land.

This and other aspects of the media-devices UI are the subject of other bugs like bug 556542.

BTW, changing the user-preferred camera can be done via content settings in chrome://settings/content/camera
