Port identity extension API impl to add an account via the Identity Service |

Issue descriptionThe identity extension API implementation has a flow for signing in the user if necessary in the process of obtaining an access token. Currently, it does so as follows: GetAuthTokenFunction delegates to IdentitySigninFlow, which delegates to LoginUIService for signing in the user. LoginUIService ultimately adds the account via OneClickSigninSyncStarter. As discussed in crbug.com/729968 , it would be great if we could figure out a way to incrementally port *this* use case to add an account via the Identity Service without porting other use cases at the same time.
