Port Chromium to add accounts via Identity Service |

Issue descriptionAFAICT, Chromium currently adds accounts in exactly one place: OneClickSigninSyncStarter. There are of course multiple flows that end up funneling into this class. We'll need to determine the right approach here: ideally we would convert individual flows incrementally to avoid doing a scary "switch everything at once." If we need to switch everything at once, we should probably use a flag and do a Finch experiment or some such.
