Removing Milestone-Afterglow, as it has ceased to have meaning. More refined milestones may be added back in the near future.

This is only fixable on the CQ side, so removing Gerrit component. This doesn't happen on CQ dry runs, so it's not an issue in 99% of CQ runs before a change has been approved.
