Regression: In chrome://md-settings, unnecessary 'Show bookmarks bar' slider moves on reload.

Issue description

Chrome Version: 60.0.3112.20 (Official Build) 2b4bc26dba463905666350e16a5bd0a01e54d224-refs/branch-heads/3112@{#173} (32/64-bit)
OS: Windows (7,8,10), Mac (10.11.6, 10.12.1), Linux (14.04 LTS)

What steps will reproduce the problem?
1) Launch chrome, navigate to chrome://md-settings, enable 'Show bookmarks bar' slider.
2) Reload the page and observe the slider.

While reloading the page, the slider unnecessarily moves from disable to enable state.

The slider should remain enabled on reloading the page.

This is a Regression issue broken in M-58, will soon update other info

Using the per-revision bisect providing the bisect results,
Good build:58.0.3016.0 (Revision:451403).
Bad build:58.0.3017.0 (Revision:451476).

You are probably looking for a change made after 451416 (known good), but no later than 451417 (first known bad).

Note :Able to reproduce the issue in Win 10.0,Ubuntu 14.04 & Mac 10.12.3 and Able to reproduce in latest Canary #61.0.3122.0
