Regression: In chrome://md-settings, unnecessary 'Show bookmarks bar' slider moves on reload.

Issue descriptionChrome Version: 60.0.3112.20 (Official Build) 2b4bc26dba463905666350e16a5bd0a01e54d224-refs/branch-heads/3112@{#173} (32/64-bit) OS: Windows (7,8,10), Mac (10.11.6, 10.12.1), Linux (14.04 LTS) What steps will reproduce the problem? 1) Launch chrome, navigate to chrome://md-settings, enable 'Show bookmarks bar' slider. 2) Reload the page and observe the slider. While reloading the page, the slider unnecessarily moves from disable to enable state. The slider should remain enabled on reloading the page. This is a Regression issue broken in M-58, will soon update other info Manual bisect: Good build: 58.0.3016.0 Bad build: 58.0.3017.0
