Regression : Unable to open/close console drawer using 'Esc' key in 'Network' section of devtools.

Issue description

Version: 61.0.3122.0 234ec23e9f56bb01af5c59922681b114da3aa540-refs/heads/master@{#477124}
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.3)

What steps will reproduce the problem?
1. Launch chrome, navigate to NTP and open devtools
2. Now go to 'Performance' section and click on reload button then go to 'Network' section and press 'Esc' key,observe

Actual: Unable to open/close console drawer using 'Esc' key while other keyboard shortcuts are working fine
Expected: Should be able to open/close console drawer using 'Esc' key 

This is regression issue, broken in ‘M 61’ and will soon update other info :
Good build:61.0.3117.0
Bad build: 61.0.3118.0

Good build:61.0.3117.0 (Revision:476124).
Bad build:61.0.3118.0 (Revision:476500).

You are probably looking for a change made after 476155 (known good), but no later than 476156 (first known bad).

Note :Able to reproduce the issue in Win 10.0,Ubuntu 14.04 & Mac 10.12.3 and Able to reproduce in latest Canary #61.0.3122.0
Adding Release Block-Beta for this issue.Please remove if not the case.
