There is a black line under bookmark bar in new tab page

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.86 Safari/537.36

Steps to reproduce the problem:
1. Open a new tab page

What is the expected behavior?

What went wrong?
There is a black line under the bookmark bar in new tab page,
Also the border which separates bookmark bar and starting of a webpage is missing.

Did this work before? Yes V 58

Chrome version: 59.0.3071.86  Channel: stable
OS Version: 59.0.3071.86

This bug is not affecting windows
The black line only shows up when bookmark bar is not set to always show mode.

Tested this issue using latest stable #59.0.3071.86 on Linux Ubuntu 14.04, and was unable to reproduce the issue.

@Pratik: Could you please find the attached screen cast and let me know if I missed any steps from our end. If possible please attach a screen cast from your end, that will expedite our triaging process.

Ubuntu 17.x is not available to test this issue with HYD chrome-TE team, passing to MTV team for further triage.
