Regression: [DevTools] 'Learn more' link is not aligned properly under Audits section.

Chrome Version: 60.0.3112.21 (Official Build)946a8fb2f25915a1ec81b1b4fe2d51a00cae4607-refs/branch-heads/3112@{#175} 32/64-bit.
OS: Windows(7,8,8.1).

What steps will reproduce the problem?
1. Freshly launch chrome, open DevTools and go to 'Audits' section (Observe 'Learn more' link).
2. Dock the DevTools to its bottom from 'Customize and control DevTools' menu list.
3. Now, again dock the DevTools to it's right and observe the 'Learn more' link.

'Lean more' link is not aligned properly.
'Learn more' link should aligned properly.

This is a regression issue, broken in M-60 series, below is manual regression range.

Good build:  60.0.3103.0
Bad build: 60.0.3104.0

Note: This issue is not seen on Mac and Linux OS.
