Installed web apps on Desktop: Fix windowing behaviour |

Issue descriptionTracking bug for changes to windowing behaviour with installed apps. No concrete plans as yet, but this will revolve around: - Whether launching an app that already has a window opens a new window, or focuses the existing one. - Whether clicking a link to an installed app from the web will open a window or open a browser tab.
