Roll out beforeinstallprompt event (site-triggered add-to-desktop) on Desktop platforms

Currently this is rolled out on Chrome OS but not Windows, Linux and Mac. It's available behind the flag #enable-add-to-shelf on those platforms, so this is just a flag flip.

Let's block this on experimenting with new install flow on Desktop behind a new feature flag.
