WebDataConsumerHandleImpl can cause 100% CPU usage if there is no consumer

I found this bug while inspecting the issue of ServiceWorker navigation preload ([1] of  crbug.com/728013#c28 ).

This is caused by the incorrect usage of SimpleWatcher in WebDataConsumerHandleImpl.
