SessionLengthLimiter provides a mechanism used by policy to limit the length of a login session (e.g. a public computer in a library).

The code does not have any significant chrome dependencies. It could move into //ash assuming:

* The mojo preferences service supported local state (see  issue 714855 )
* User activity monitoring was available in the ash process under mustash
