Feature request: 1hr accept/reject rate graph

Issue description

Infrastructure failures such as a goma outage (e.g., https://crbug.com/722554) aren't visible on the vi/chrome-infra commit queue graphs because patches are correctly handled as far as the CQ is concerned. Would it be possible to add a visualization of landed patches / rejected patches for all jobs (try+cq) to better visualize underlying infrastructure issues? This would give chrome sheriffs better visibility into the overall health of committers.
