Issue descriptionI'm putting this at a pretty low priority, because seems to be having less of an impact on Windows power noise than puppet is, and Windows now seems to have the least noise of any of the platforms. Example trace exhibiting problem: https://console.developers.google.com/m/cloudstorage/b/chrome-telemetry-output/o/trace-file-id_0-2017-06-04_02-02-32-64104.html
