Add note that System settings are global, not per profile

Issue descriptionUserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.110 Safari/537.36 Steps to reproduce the problem: 1. Open one Chrome profile and change either of the "System" settings. 2. Open a 2nd Chrome profile and change the same setting. 3. Notice the setting on the first profile changed as well. What is the expected behavior? The expected behavior is that the setting in the first profile is not changed because all other settings in the settings page are per profile and do not change. What went wrong? The two "System" settings in chrome://settings are global and affect all profiles while all other settings are per profile; note: some settings are synced if you're logged into Chrome. Please add a note that System settings are global and affect all profiles and not the current profile. Did this work before? N/A Chrome version: 58.0.3029.110 Channel: stable OS Version: openSUSE Leap 42.2 Flash Version: Here's a Google Chrome forum discussion about having Hangouts exit when closing the Chrome profile.
