chell-chrome-pfq is using flag latest-toolchain.

This causes toolchain to be built from scratch and makes chell-chrome-pfq ~30mins longer.  It looks like an workaround during the compiler migration and shouldn't be needed anymore.

chell-chrome-pfq: remove USE=latest_toolchain

This was an workaround during the compiler migration, where the use
flags llvm-next and clang were used and are now removed.
