android_stages.AndroidMetadataStage blames too much on InfrastructureFailure

Issue description

AndroidMetadataStage.PerformStage claims that all internal failures are InfrastructureFailures. This is wrong and ends up blaming infra for product problems.

As an example, see: https://bugs.chromium.org/p/chromium/issues/detail?id=729608#c5
(Bugs in android ebuilds (or dependent ebuilds) that cause dependency graph generation to fail will blame infra. This is a product failure).

This bug is to request that:
- We remove the catch-all InfrastructureFailure decorator.
- We add more fine-grained InfrastructureFailure decorators if needed.

the InfrastructureFailure decorator was there before the CL, but we do need to avoid blame infra CLs for ebuild failures. nya@, are you the right owner to take care of fix?
