quick_launch has focus issues

Issue description

What steps will reproduce the problem?
1. Start chrome with --mash
2. In quick_launch, type 'chrome' and hit enter. Focus is restored to chrome.

3. Close the chrome window
4. In quick_launch, type 'chrome' and hit enter to open a new chrome window.
5. In quick_launch, type 'chrome' and hit enter. Focus is not restored to chrome.

6. In quick_launch, type 'chrome' and hit ctrl+enter to open a new chrome window.
7. Close the newly opened chrome window.
8. In quick_launch, type 'chrome' and hit enter. Focus is restored to chrome.
9. In quick_launch, type 'chrome' and hit enter. Focus is not restored to chrome.

10. Minimize chrome.
11. In quick_launch, type 'chrome' and hit enter. Chrome is unminimized, but does not get focus.


What is the expected result?
If chrome is already open, quick_launch restores focus to the existing chrome window.

What happens instead?
Nothing. quick_launch remains in focus.
