Apply some limits on fetching until stream is read |

Issue descriptionhttps://fetch-flow-control-demo.glitch.me/ If I click "fetch" the resource keeps downloading and download, even though I haven't read the body. Is this something we could/should do something about? Maybe it should only buffer some amount until something starts reading the stream.

I believe flow control for fetch streams still only works if the request contains a Cache-Control header like: Cache-Control: no-cache, no-store Fixing this limitation is blocked on issue 472740 .
