Open Incognito tabs when launching chrome from third party apps.

Issue description

App Version: 60.0.3112.16 beta
iOS Version: 10.3.3, 9.3.5
Device: iPhone7 plus, iPad
URL: none
 
Steps to reproduce:
  1. Launch Google Chrome
  2. Open a new Incognito tab
  3. Background the app
  4. Navigate to any app that open links in Google Chrome (Ex: Inbox, Feedly)
  5. Tap any link from Inbox to open Chrome
 
Observed results: Chrome is launched and the URL is opened in Regular Tab.
 
Expected results: It would be nice to continue the session in Incognito tab, and open the link from Inbox in a new Incognito tab instead of regular tab.
 
Safari behavior: If the links are set to open Safari, then new tabs opened in Private tab if the previous session is closed in Private browsing. If the previous session is closed in Regular tabs, then new tab is opened in regular tab.

This seems like a feature request for Chrome to stay in the current "mode" (whether it is normal tabs or incognito tabs) when launched by an external app. Current behavior is Chrome switches to normal tab.

I believe that the current behavior is intentional. Should it be changed? If so, we will need to loop in privacy review.

I'm in favor of this feature request. Keep in mind comment 13 of  issue 587306 : "When in incognito mode, you probably want to stay incognito, and intenting out of Chrome [or into Chrome] can very easily and subtly break that."

FWIW, this happens to me often when long pressing links in WhatsApp and selecting "Open in Chrome".

I think issue 612354 makes sense. I am in Incognito intentionally so don't make me lose context and throw me into other applications that don't protect my privacy. 

This issue, however, is different in my opinion. 
I backgrounded Chrome where I was in Incognito and completely changed context to go to another app that is not in incognito. If I click a link in it, I don't even know whether it will open in a browser or in-app. So there should not be an expectation that clicking on a link in Maps, Gmail, or YouTube, would open in Incognito mode just because last time I was using Chrome, I was in Incognito. 

My opinion is that this is WAI but happy to chat more if you feel this doesn't make sense.

The behavior on iOS is consistent with that of Android but not of Desktop (Mac), where if an incognito tab is in the foreground any clicks on links from other applications will open in that tab. 

On iOS, we have a higher friction between moving a tab from Incognito to normal mode or vice versa. Opening the link in normal mode also preserves cookies, so the current approach sgtm.
